The only official at the table is the referee
whose rulings are final.Incidentally, you have posed your query in the "Tennis" category.

Here's what I found:

This guy might have some ideas: Specialist Disability Coach Required

42 years old gentleman with cerebal palsy has only been playing table tennis for the last 2 ½ years. Competes competitively in the Bristol and Stroud Table Tennis Leagues representing Filton College and Thornbury table tennis clubs and enters various disability tournaments around England. .... If there is anyone who has specialist knowledge in coaching those individuals with disabilities, please contact Ian Thomas on 01454 617932 or e-mail.

The paddles that you find at any of the sports equipment retail stores are definitely low-end. They aren't much good in the first place and they go downhill with use. There are actual table tennis on-line stores that carry excellent equipment, and their prices vary from moderate to very pricey. Their lower end paddles are outstanding compared to what you would buy at Sports Authority. The best way in my experience to buy your paddle, particularly since you won't know exactly what you want, is to call and talk to the experts there and give them a ball-park idea of your needs and your price range. Here are the websites: , and. I am a club player and most of our members buy our paddles through these sources. Their service is excellent. These paddles are lively so it may take you a little while to get used to them. Once you get use to your new paddle you will love it. Happy smashing!
